The business submission deadline for the 2024 MSEA Fall RA is Friday, October 11 at noon. Only delegates may submit business.
1. Is your proposal a “new action?” New Business Items (NBIs) call on MSEA to do a new action not planned for in the current MSEA Budget. MSEA has an approved Strategic Plan and Budget and ongoing programs to move our mission forward and achieve our goals. If you need assistance to determine if your action item is currently included in MSEA’s Budget or policies or if MSEA is working on the issue, you can talk with your local presidents, state officers, and members of the MSEA Board of Directors. The life of a new business item lasts until the action is completed or one year. New business items may not require the local affiliates or NEA to take action.2. Is your proposal a new business item? Items stating general beliefs, rather than actions to be undertaken by the association, must be submitted as amendments to Resolutions.If your answer to these first two questions is “yes,” please consult the following questions before turning in your form to ensure smooth processing and consideration of your NBI:Is your NBI clear and understandable for delegates? Please refrain from using acronyms or terms of art which may not be understood by all delegates.An NBI states an action you wish MSEA to take. The rationale states why this action should be taken.Have you removed any rationale language from the text of the motion? Language related to rationale for the motion should be included only in the “rationale” box. The text of the motion itself cannot include any rationale language.Amending a submitted NBI? Please use the following standards for clarity and consistency:Identify the specific sentence(s) you wish to amend, or if you are proposing a complete substitute.Clearly note which words you wish to delete and/or add by specifying the location (paragraph and sentence) and providing the exact language.Bracket all proposed deletions, CAPITALIZE all proposed additions. MSEA Rules of Order are recommended by the MSEA Bylaws and Rules Committee and adopted by the MSEA Representative Assembly. Rules of Order outline how the representative assembly will conduct business.
MSEA Nominations and Elections Guidelines are approved by the MSEA Representative Assembly and enacted by the MSEA Nominations and Credentials Committee. Amendments to the Nominations and Elections Guidelines must be in alignment with current MSEA Bylaws. Additionally, an amendment may not be eligible for enactment during current year elections if it in anyway negatively impacts the already initiated election process.
Resolutions are the association’s belief statements. MSEA follows MSEA and NEA Resolutions. Select new resolution if NEA or MSEA currently does not have a resolution on the topic. If you would like to amend an existing MSEA resolution or a current MSEA Resolutions Committee recommended amendment, please select the amendment option. Please do not use this form to add a new or amended NEA resolution, since such changes can only occur at the NEA Representative Assembly.
